劇集講述一位失去說謊能力的商家，面對誠實與謊言的挑戰，向奪走事業及家庭的同行對手復仇故事。。When a casino owning dog named Charlie is murdered by his rival Carface, he finds himself in Heaven basically by default since all dogs go to heaven. However, since he wants to get back at his killer, he cons his way back to the living with the warning that doing that damns him to Hell. Once back, he teams with his old partner, Itchy to prep his retaliation. He also stumbles on to an orphan girl who can talk to the animals, thus allowing him to get the inside info on the races to ensure his wins。1949年，中华人民共和国成立。经过连年战乱，中华大地山河残破，百业待兴。然而正当全国人民齐心合力建设新家园之时，却有领导干部在权力的宝座上迅速腐化堕落。 1950年夏，天津爆发洪涝灾害。时任天津地委书记的刘青山（李国华 饰）和行署专员的张子善的干部到地方视察灾情，机关干部赵子平为了巴结领导，挪用公家资金为刘、张设立伙食补贴和特别经费。在此之后，赵又抓住各种机会向刘等人提供住房和商业实惠。以此为契机，刘、张伙同赵子平悍然盗窃国家救济粮、治河专款、干部家属救济粮、地方粮、克扣民工粮款，甚至挪用机场修建费，给国家造成巨大损失。 1951年，“三反”、“五反”运动兴起。在天津地委副书记林克俭的检举下，刘青山和张子善的遵行彻底暴露，他们也为自己的行为复出应有的代价……。
